Convergence des actions Bruit, Climat, Air, Énergie pour une planification performante – Des pistes pour comprendre et pour agir sur les territoires

Si l’enjeu de réduction des émissions de gaz à effet de serre est global, les effets du réchauffement climatique ont des conséquences locales, tout comme l’impact sanitaire de la pollution atmosphérique et des nuisances sonores.

En réponse à ces enjeux, , les collectivités doivent mettre en place deux dispositifs :

Depuis la loi TECV de 2015 Les Plans Climat, Air, Énergie Territoriaux (PCAET) doivent être élaborés par les Établissements Publics de Coopération Intercommunale (EPCI) de plus de 20 000 habitants ;

Les Plans de Prévention du Bruit dans l’Environnement (PPBE) doivent être réalisés par tout EPCI de plus de 100 000 habitants par la transposition de la Directive européenne 2002/49/CE en droit français en 2004.

Via les différentes obligations réglementaires d’articuler ces dispositifs avec les autres documents cadre réalisés par les collectivités (SCOT, PLU, PLH…) les thématiques climats, air, énergie et bruit infusent naturellement dans toutes les actions de la collectivité, afin d’assurer la protection de l’environnement et la lutte contre le changement climatique, la qualité de vie et la santé des citoyens et le développement économique des territoires.

Dans ce cadre, l’ADEME a lancé en 2016 un appel à manifestation d’intérêt (AMI)  “PCAET et Bruit” auprès des EPCI, afin d’accompagner des collectivités territoriales volontaires à expérimenter des pratiques de planification et d’aménagement durables, qui intègrent également la protection de l’environnement sonore.

Six territoires candidats ont été sélectionnés : Aix-Marseille Provence Métropole, Bordeaux Métropole, Communauté Urbaine de Dunkerque, Grenoble-Alpes Métropole, Communauté d’Agglomération de Paris-Saclay, Saint-Étienne Métropole.

Ces territoires ont participé activement à cette expérimentation qui a permis de relier l’expertise sur ces sujets avec les besoins et la réalité de leurs projets. Ce travail a permis de mettre en lumière les principales difficultés, dégager des facteurs de réussite et des pistes de compréhension et d’action pour les collectivités permettant de faire converger les réponses aux enjeux climat, air, énergie et bruit.

Between his native Haute-Savoie and his home town Rennes, where he gained expertise in mobility and sustainable agriculture, he is now based in Paris to deploy the Sustainable City by France’s territorial workshops throughout the country.

About Marion

Trained in international and European affairs between England and France as part of a double degree at Sciences-Po Lille / University of Kent, Marion started her career in advocacy and institutional relations of non-governmental organisations, in the fair trade sector (Max Havelaar France label). Her experiences are also linked to territories, with a passage in decentralised cooperation at the level of a departmental council.

About Sébastien

Before joining the SCbF team, he held several positions in local government management. From elected official and deputy mayor of his native city Besançon, in charge of university relations and international cooperation, to Director of Economic Development of the City of Pantin, to Chief of staff in Montreuil – where he notably piloted the in-depth redesign of the urban project towards more ecology and sustainable development – he continued his career as Senior Resilience Officer of the City of Paris.
He promotes a holistic and systemic vision of sustainable development and brings his expertise in territorial resilience, ecological and social transition.
