Ancienne école Paul Bert, fermée depuis 2013, elle a bénéficié d’un changement d’usage pour la création de 9 logements conventionnés social et très social grâce aux financements de l’Anah à la maîtrise d’ouvrage d’insertion.

L’opération a consisté en des travaux lourds de transformation d’usage sur l’ensemble du bâti pour une mise aux normes de décence, de sécurité et une amélioration de la performance énergétique du bâti. Tous les logements sont étiquetés B au diagnostic de performance énergétique. Les subventions de l’Anah représentent 40% du coût des travaux.

Le premier bâtiment de l’ancienne école a été agréé dans le cadre de l’OPAH RU. La suite de l’opération, avec la rénovation du 2ème bâtiment de l’ancienne école sera labellisée Action Cœur de Ville avec un soutien d’Action Logement. 6 logements y sont prévus

Critère n°1 : SOBRIÉTÉ

Le projet est la reconquête et la réhabilitation d’un bâtiment sur un espace en friche depuis 5 ans.

Chaudière commune en granulés bois → cela a permis d’avoir une aide de la région

Critère n°2 : INCLUSION

Non

Oui, sur les 9 logements, 8 bénéficie d’un conventionnement ANAH : 6 en loyer très social, 2 en loyer social et 1 en loyer libre.

3 logements PMR en rez-de-chaussée ont été prévus et livrés dans le projet de réhabilitation.

Le projet a permis une offre de logement abordables hors quartiers QPV favorisant la mixité sociale avec des foyers aux revenus modestes.

Retour positif pour la majorité des locataires malgré une récente installation en mars 2021.

Critère n°3 : RÉSILIENCE

Plusieurs éléments et réflexion du contexte urbain étaient apportés par la convention Centres Villes de Demain en 2017, signée avec la Caisse des Dépôts et Consignation et précurseur d’Action Cœur de Ville.

Une étude architecturale a été faite en début de projet pour étudier les faisabilités de reconquête du site

Critère n°4 : CRÉATIVITÉ

Cette opération de rénovation a été engagée sur le format d’un bail à réhabilitation signé entre la ville de Châtellerault et SOLIHA BLI le 11 juin 2019 pour une durée de 45 ans. Cette résidence serait ensuite gérée par SOLIHA en intermédiation locative pendant toute la durée du bail. SOLIHA  a une vocation à l’insertion social dans un parc privé.

Critère n°5 : POTENTIEL DE RÉPLICABILITÉ

L’objectif est de le répliquer sur le même site. Un deuxième bâtiment sur le site de l’ancienne école Paul Bert avec 6 logements est en cours de réflexion ?

Les difficultés sont sur le financement de travaux. Les clés d’actions sont à penser sur le foncier et la recherche de financeurs à agréger au projet.

C’est une réhabilitation exemplaire car effectuée sur un bâtiment historique de la ville de Châtellerault. La restauration de la façade a permis de garder un témoignage de la IIIe République et des lois Ferry.

About Sébastien

Before joining the SCbF team, he held several positions in local government management. From elected official and deputy mayor of his native city Besançon, in charge of university relations and international cooperation, to Director of Economic Development of the City of Pantin, to Chief of staff in Montreuil – where he notably piloted the in-depth redesign of the urban project towards more ecology and sustainable development – he continued his career as Senior Resilience Officer of the City of Paris.
He promotes a holistic and systemic vision of sustainable development and brings his expertise in territorial resilience, ecological and social transition.
