A center for mobility or mobility agency is one of the tools of transport management in a territory. It supports changes in travel habits of the population, by offering multimodal information to transport users, as well as advice and mobility services. The center for mobility or mobility agency can also carry out local events, network actors and operators of mobility services of the territory. It can also support a local authority in its mobility policy. The Capitalization Note "Mobility Agencies", written by Cerema as part of the capitalization of the innovations of the 31 EcoCities, is based on an analysis of the mobility agencies or equivalent devices in the framework of the projects of 5 metropolises, highlighting their role in accessibility to the city and its services, their need for partnerships, their orientation towards mobility management, and their need, so as to be efficient, to have substantial resources and to recruit a new type of profile : a mobility advisor.

After developing the ex post evaluation methodology for the PIA VDD (Future Investment Program for Cities of Tomorrow, namely EcoCité approach) for Caisse des Dépôts over 2016-2017, Efficacity has now signed up to a three-year R&D partnership designed to support the ex post evaluation of EcoCités territories.
In order to be closer to the expectations of the sponsors and the project holders, the mission led by Efficacity in 2016 and 2017 was conducted in a logic of concertation of the actors of the state and the ÉcoCités via interviews and workshops. This approach has allowed to co-construct the evaluation method and to ensure its relevance, simplicity, ownership and practicality for its future users.
The evaluation of the efficiency and leverage of the Cities of Tomorrow program is based on an evaluation of the performance of the financed actions, their replicability and their impact on the territory.
These research results are intended to be communicated widely and to benefit in particular to all the actors of the network of EcoCités – Cities of tomorrow.
